Its hard to process those rules violation since much of them depends on the context.
There are too many dialogues every day between many people and that requieres a lot of people processing all the chats and logs , and thats tons of effort.
In the case that Cipsoft have those people I see nice if them just get 1 warning , like you made a racist joke or something like that then you get 1 month ban , and in the next warning you got deleted.
If you use bot or something like that I see nice that they get insta deleted, cheats break games , so with this 0 tolerance.
So answering your question the solution for the sytem is hiring people to control this stuff. People monitorizing chats and people that has been reported to see if they are cheating or breaking any rule. The problem of this , is that this thing will cost much money for Cipsoft, and I dont see Cipsoft hiring people and wasting much money for this thing.
