Have you noticed a constant respawn time for Oramond West Quaras?

Oramond West is characterised as a good experience, but only if the quaras are active. While it is true that the wikias indicate that it is random for this raid to occur, I have noticed a pattern on different servers I have been on.

Pacera: 30 min after the server save.

Solidera: on the save server, always.

Peloria: 1H after the server save and 12H before the server save.

Yovera: on server save, always.

Pulsera: 4H after server save.

I've seen it happen at these times 2 times per day, always, recently I've noticed it and I'd like to know if anyone else has. It would be helpful if you can look for a pattern on your server.

I don't know if they change on every server after a certain amount of time, but I couldn't let it go when I noticed it since I've been following this raid for a while.

Maybe they are somehow promoting Oramond? Like making the raid more continous for the players to be active within the place? Are they enforcing players to be active on Oramond or just a monthly raid ocurrence? I didn't check on my server but it could be a part-time/full time thing.
