Does low blow trigger if I'm not targeting the creature?

I'm a paladin hunting with diamond arrows. I'm surrounded by creatures A and B. I'm targeting creature A and I have low blow activated on creature B. Because diamond arrows deal area damage, I'm hitting all creatures. Is low blow going to trigger even if I'm not targeting creature B specifically?

Yes, it going to trigger.

Even if you hit with avalanche (or any rune) with no target selected, damage charms will trigger including low blow. Also, a "curious" thing is, for example: If you target a Cobra Scout (Immune to poison) using a poison rod like falcon rod, it will trigger the charm too, even if the creature is not receiving damage.
