So far the only place I have encountered this monster (where it counted towards the Bestiary) was inside the boss room of Yselda. They do spawn every few seconds but run towards you and explode in some kind of GFB attack. If you are lucky and you manage to kill it before they explode otherwise it doesnt count towards your bestiary.  Does anyone know if they are anywhere else?

It is 1000 kills and I wonder if this is the only and intended way of getting the charm unlocked. It seems very unusual for me that a creature with 1000 kills is only inside a boss room with a very hard time actually killing them. Just hitting them and letting them explode does not count towards your bestiary.

Bestiary entry

Edit: I checked if the creature is in the prey system and it is not. This makes the creature be a very special one due to it beeing a charmable creature but not beeing in the prey system at all. Is this a bug or does this creatue count as a summon/boss maybe and that is the reason it is not in the prey system?

It's not yselda killing them, they're suicide bombers, they run to you to hug you and then make a big KABOOOM

The only place where you can find wild Carnisylvan Saplings is indeed at Megasylvan Yselda's boss room.

Edit: I purposely didn't approach the part of the question that asks if this was intended (only Tibia's content team can answer that). And, with today's patch (July 20, 2021), this creature was removed from the Bestiary. So we can say it was not intended for Carnisylvan Saplings to have a Bestiary entry.

In Library it says " Carnisylvan saplings are a sinister spawn, created by vile poisonous carnisylvans as a defense mechanism. They try to overwhelm their victims in number and will explode when close enough to their target. Despite being very small and more plant than human-like when compared to their elders, they can be just as dangerous."
So they perhaps spawn also with Poisonous Carnisylvan's?

edit: taking this opportunity to let you know that all Carnisylvan's are in wrong classifications on Tibiawiki (should be a plant/ bio-elementals rather than an insect). Not sure how to flag those things there and I do not want to mess around on the website ^^'

Outside of Yselda's boss room, carnisylvan saplings can only be found as summons. That's why for Bestiary progress the only place you could hunt them was at Yselda's.
And thanks for your report, I just fixed the carnisylvans classification on the Wiki. :)

Edit: The Carnisylvan Sampling's has been removed from bestiary on 20/07/21.

In Library of Carnisylvan Sampling's  it say's " Carnisylvan saplings are a sinister spawn, created by vile poisonous carnisylvans as a defense mechanism. They try to overwhelm their victims in number and will explode when close enough to their target. Despite being very small and more plant than human-like when compared to their elders, they can be just as dangerous." 1

I have analysed some videos, and found actually video confirming, that they are created by Poisonous Carnisylvan2. I believe due to their destructive nature running into players and exploding (short lifespan), lots of spells used by mobs and fact they are small, they can be overlooked by players.

It is strange though that it is not in Prey, neither Task list.
