What effect has Utamo Tempo (Protector) on my Charms?

I head that Utamo Tempo is affecting my Charms effectiveness when used. I was wondering how exactly it does work?

Using the Protector spell reduces all outgoing damage by 35%. Whether it is you doing damage directly, or a charm triggering. Including Parry.
