My friend told me he was training his magic level and he usually had +5 loyalty, but he said it went to +4 loyalty when he got another magic level. Is this true that you can lose loyalty modifiers?

For example, this is what happened he was at magic level 115 and went from 102+8(+5 loyalty) to 103+8 (+4 loyalty) with 50% loyalty bonus.

Yes, loyalty modifiers can drop if you reach another level of your basic skill. Loyalty works a bit differently than it seems. For example, you burned 100 mana and you have 1mlvl to advance from level 1 to level 2 you need to burn another 100 mana but with 50% loyalty you have burned 150mana after burning 50mana(225mana in total) you should have 1+(1loyalty) but if you burn 100mana you will advance to 2mlvl but your total mana will not be enough to achieve level 3 so u will temporarily lose skill from loyalty.
