I always wonder, if I create a new character, why i start at level 2 in Dawnport. Is the tutorial the reason for it?

Yes, it is the reason of it.
Back in the old times, you used to start at level 1 but since they added a tutorial for the new players its level 2.
Basically you can just SKIP the tutorial if you feel like. There's an option when you create your new character to skip the tutorial.
I believe its a bit annoying if you already know what's going on in tibia every time you start a new character, but for the new players its useful.

Yes. You gain one level during the tutorial, so we could say that you basically had your level gained already but wanted to skip this part of your char history and went straight to the moment that you go up the cave and finds the rope spot leading to Dawnport.

Yes, you used to start level 1 on roockgard, today with the tutorial kinda skipped a lot of what you used to have on tibia.
