You mean needed or recommended? I am almost sure that the level 35 is a recommendation, but I can be wrong :) where did you see this requirement?

lvl 35 is the requested lvl, otherwise the npc don't let you to dishes

Aside from in-game limitations such as speed or cap to be able to complete it as mentioned in the other answers - I believe it also has a lvl requirement to prevent players from abusing the quest and use a lot of noob characters to gain tons of dishes.

Maybe, or probably because of the capacity you need to carry fresh dead chicken and fresh dead bat at the same time + the ingredients.

But You can have another characters logged-out there will all dishes needed :) and additionally You can hold backpack with capacity lv3 :)

it is only a theory.
Anyway the backpack imbuement is pretty new, this event is not.
And not everyone has several characters to log out there.
It Will be probably just a impediment that tibia made to prevent people for making new accounts full of level 8s doing the quest, since you can get a a 3 days premmy account for not much money if you créate new account.

You must have a minimum level of 35, since you will face some dangers in the search for the ingredients, not to mention the speed with which you should bring some fresh creatures

You can do the quest at lower lvls if you want but there are dangerous creatures next to the NPC so lvl 35 is only recomended lvl

The NPC won't let players with lvl lower than 35 to do the dishes because the NPC thinks its “too young” to be his apprentice

There is a door lvl or any other thing like that ? if not I think any lvl can go there

And you can find some stone golems there so its dangerous for low lvls

well, you don't need a 'lvl door' to not be able to do a quest or event that requieres level.
They can actualy configurate the npc so they don't give you the mission if you are low level... and this is the situation.
But just for you to believe me, I went there and checked:

I would prefer that another player can help you with the ingredients if they are too heavy for you. Also you can receive dead chicken in a parcel if you are too slow. I think the cooking quest is for all players. Good luck!

Mostly because of the capacity needed for take dead animals to some recipes, and also it prevents people doing this in many level 8 characters...

470 oz.  capacity is minimum for a player 8 lvl
I have seen all the recipes - the ingredients weigh < 470 oz so you can do the quest.
You only need someone's help with the dead animals :)

I don't think it depend with speed. At 35lvl it is difficult to provide needed corpse. In my opinion, it is more dependent on what monsters you pass when doing the quest: Hyaena, Scarabs, Larvas, Stone Golems. Scarab can hit up to 75hp, Stone Golem 110hp.
