The chance of Bottled Dragon Breath is random or is a frag just like Ferumbras Hat?

Today my world did the World Event Nimmersatt's Lair and I arrived there like 10 minutes before everyone and started doing the event, after 10 minutes more 6 people came and helped to destroy the Lava Wall, we wasted 1 hour doing the event. The highest level player ended up getting the Bottled Dragon Breath, but I don't know if it was fragged or is just random (since people can participate at any level).

I didn't find answers for this on the official forums, not even with the announcement of the event on 2023. I want to know if the item is granted to the player who does the highest damage or it's completely random.

In my game world, for example, so far only 2 players have managed to drop it, and they have always been among the players who have dealt the most damage. The higher the level, the faster the character will be, and this ends up being a big advantage. So I believe that players who deal the most damage have the highest probability of dropping it.

But since this boss was killed a few times on each server, it would be interesting if other players shared information about it, so we can get a better idea of ​​how random it is

Thanks for your input. It would make no sense to be the highest damage dealt because even level 8 players can enter there. I really hope it's random, otherwise why let everyone participate? The event takes a lot of time to finish with less than 10 players, it's really frustrating.
