Does fatal hold work on challenged distant mobs?

As in the title. Would the new fatal hold charm work only on "low health" running mobs or challenged distant mob either?

No fatal hold does not work on distance attacking creatures. I tested it here with a frost flower asura, it triggered and the creature still walked away.
