Does the dodge charm affect summons (like Spidris Elite from Hive Overseers)?

This might also apply to other creatures, like Bonebeast from Liches (using the charm on Bonebeast).

Or if I use the charm on the summoner (Hive Overseer or Lich) would I be able to dodge the summon's attacks?

You choose charm for a specific creature therefore the answer is no. Otherwise it would be a bug or an oversight.

The dodge only works if you have completed the bestiary for the summon and place the charm on the summon. So, use the charm on Spidris Elite in your example.

I did not test for boss summons, but I think that it should work as well. For example, Elder Mummies from The Ravager boss.
