Can I improve my chances of meeting Raxias if I don't have access to Meriana?

Question

One of the places you get teleported to when trying to fight Raxias is a small island with a teleport leading to Meriana.

If I try finding Raxias with a character without access to Meriana, will I ever get teleported to this island? If not that means we'd find Raxias more often as there would be one less option to get teleported to.

There is no confirmation from my own experience, nor do I have any proof beyond my words, but the lack of access to the merian does not give much chance because even without it there is a chance of landing on this island only the way of "escape" is different. I got this information from my friend who was trying to make raxias on noobchar
