Well, that's a tricky question. Can you be reported using the common reporting features? No, since there isn't one for that. But you could be reported directly to Customer Support through a ticket.
As already said in another answer, CipSoft usually doesn't accept screenshots or videos as proofs, but that doesn't mean it's no man's land.
Let's say a player starts to do that systematically. Every single day, he creates such images, he watches them and recreates them of other players destroy them, or maybe he even does it inside his house. I'm sure that it would be possible to convince CipSoft to log into the game and take measures for themselves. It's not something they'd do after it happened once, but they wouldn't completely ignore if it was recurrent either.
During Test Servers (and the Pantibian festival), players have been punished for doing similar things (as in, things which can't be reported but are obviously offensive/destructive/etc). In these cases, the players were only punished from these special servers, but that's just an example of how they will act upon things if they see it for themselves.
