Is it possible to get several "Coral Vow Flowers" after finishing Within the Tides Quest?

This flower is obtained by using a Foam Stalker Spume on a dead plant.

I try to et it with the quest finished and cant get another one.

1-Is it possible to get multiple flowers after finishing the quest?

No, after finishing the quest mission related to the coral vow flower you won't be able to get more by using a Spume on it. You will, however, get this message if you click on it: "This plant is burnt. Oddly though, there are no signs of a fire nearby. It seems, this plant specifically has been set ablaze." but it won't let u get more flowers from it, sadly.

2- If not, is it possible to get several during the quest mission? What is the cooldown?

Yes, you can use as many foam stalker spumes and it doesn't really have a cooldown. As long as you're in the mission and have the item with you, you can keep getting flowers from the branch. Remember it will consume your spumes for each flower you get, so you might want to farm a few before finishing the mission, depending on how many of those flowers you want to get. 

Also, store them in the depot before reporting to the NPC, I'm not sure if the NPC takes them all if you report the mission with several flowers on your containers.
