is it possible to tame a giant beaver without a Within the Tides Quest?

As a reward for defeating Timir the Many-Headed, we get a Colorful Water Lily needed to tame a giant beaver, but is it possible to tame it without the need to complete a quest (only access missions for marapur)?

Yes, it is possible! We helped my friend do it on his low level character. It appears the only requirements are the lost brother quest, collecting the parchment from the jewelbox, talking to the dwarf, and collecting/assembling the hands. All that is left is to use a water lily on the giant beavers!
