Why did Cipsoft decided to leave NPC Theodora in-game if theons can no longer be acquired?

As the question states, I would like to know why did Cipsoft decide to leave NPC Theodora in-game if theons can no longer be acquired?

I don't think anyone here can provide an official answer to this question but the most obvious reason to me is that CipSoft doesn't want to set a deadline for players to acquire their rewards using Theons.

If a player attended the 25th Anniversary activities and gathered Theons, they can choose when and what to get as reward.

That also makes it simpler to perhaps reuse Theons for future anniversary events, like the 30th Anniversary.
