Is it possible to turn someone into a snowman by snowballs inside protection zone?

I would like to know if I can turn someone into a snowman by throwing a snowball inside protection zone

Unfortunately, it does not appear as though you can use a snowball to turn another player into a snowman in protection zone. I attempted to use 1000 snowballs and it did not work, used 15 and it worked outside of protection zone no problem.

No, it is impossible. If you look carefully, when you throw a snowball to another player you can see an "animation" on your target receiving the snowball. When you throw a snowball inside protection zone that animation doesn't appear so the snowball is not having effect.
