Where can I find a writable version of book (brown thin)?

Question

It is supposedly possible to find a writable version of the following book somewhere in Tibia: 

There have been eyewitness reports of player-written versions of this book, and so I am curious as to where one can find such a blank version of this thin, brown book. 

And yes, I've had a look in the bank of Thais.

I never seen a writable version of this book, only a few in edron boat but you cant write in it, all books are blank...

Since the summer update of 2019, this book can now be bought at the Librarian NPC in Issavi (Kilmaresh) along with four other books that were previously unavailable as writable documents. Thanks, Cip!
