Let's say I have multiple dwarven rings (something that expires) or stone skin amulets (something with charges) and I place them in my backpack and use my hotkey or action key and they go into the designated inventory slot. What determines which item gets used first: placement in my backpack, charge time, random, or other? The reason why I'm curious is it's annoying trying to find the dwarven rings that are almost expiring as I want to use those up first before my newer ones. So ultimately I want to know how this works.

This follow the same pattern than selling multiples items to a npc:

 
(taking this photo from another answer ) as you can see, the replacement works looking for the first item of the kind in the slots (taking containers as an slot with slots) where the first zaoan helmet would be used until you remove it from your bp or put it in a farest slot, then the 2nd zaoan helmet will be used and so on until you remove all of them if you just move them to the latest slot it would still search for the first avaliable so, in order to use an specific item you must place it on the first slot avaliable (or at least first than the other item of the same kind).

If you want to search for an specific dwarven ring you could wield a dwarven using hotkey, then putting that dwarven ring in the latest slot possible (generally the latest bp), then using hotkey again, so the replacement will search for the first dwarven ring avaliable which u could put in the latest bp aswell, repeat that until you find that specific dwarven you was looking for or simply to organize/find all them.
