Will NPCs buy items with used charges or time?

Question

For example, let's say that I have a Magic Light Wand and that I used it for only 2 or 4 minutes out of the full time available of it. Will I be able to sell it to NPC Haroun? NPCs will reject or accept items that have been used already?

So I went to NPC Haroun (to play with your example) to test this question out! I used a Magic Light Wand for just a little bit so it had 46 minutes and 41 seconds but also I used a stealth ring until there were just seconds left. The NPC won't buy the items if your currently using them in your equipment slot or if the light is on so make sure you turn the light off of the Magic Light Wand.  The NPC will buy it from you full price it won't matter how much time is left ! :) What a sneaky little trade tip...use the rings until there seconds away from being done and sell back to NPC as you cannot sell it in market and surely no player will buy.
