You just need to go to the Rathleton Magistrate and check the Voting Results Board. Right click on it and it will show you all the voting results on your Server Log, including the Oramond East Raids.
Also, if you stick long enough, NPC Marvin is usually reading the voting results:
15:31 Marvin: The citizens of Rathleton voted for a minotaur raid in the east.
