What's the cost of a tier 3 elven mail? With this in mind, is it better to combine bear skins, make it to tier 3 and then transfer to the elven mail for tier 2 or just do it only by elven mails?

The example below assumes 100% success rate for simplicity, actual success rate is 60% when using cores
because of this, your actual costs to create these items will be higher.

The more fuse attempts (which means more potential failures) the higher your overall costs.
This generally makes transferring even more expensive.
