Is it possible to transfer tiers to a weapon that already has a tier?

For example, let's say I have a tier 3 soulbleeder and eventually I get another tier 5 item and I want to transfer tiers to my tier 3 soulbleeder. Is that possible or would I need to do that on a tierless soulbleeder?

So, no you are not allowed to "Overwrite" the Tier via a transfer
