Why are there monsters never on Prey Hunting Tasks?

I have been doing prey hunting tasks nearly every day and its been about two years so far. I have discovered there are several creatures that do not appear and I am assuming they will never appear as a hunting task. e.g. I have never seen Lizard Magistratus, Goldhanded Cultist or Diamond Servant Replica within the 9 daily random monsters, just to name a few.

Any reason behind this?

Below is all what I was able to find on the topic but from a technical standpoint because there's an xp boost prey you wouldn't want the creature with 0 xp to be listed. Also, we can assume bosses or event creatures aren't on to make sure drops are looted equally amongst players.

There will not be any bosses or event monsters in such monster lists, and neither will there be any monsters listed that do not yield any experience points. -News: Pray for Prey
