The city of CARLIN which is ruled by Queen Eloise and the interesting thing is that merchants and even the city guards are women, is there any story behind this?

Initially all humans were united under the kingdom of Thais. While the kingdom was prosperous and it was great for the economy to expand its territories, Thais amplified its influence creating new outposts, intended to be colonies. This was the beginning of Carlin.

Though it was planned to be the north reference, Carlin suffered with many orc attacks, driving away many people who could be helping the city to develop. This could have shut the project down but the royal family did not intend to accept the failure. So, instead of sending their best men to help, they started sending exiles of the kingdom, banning them to the new city.

While the city started to grow and, at the same time, nurtured a hatred against the Thaian royal family, the King decided to send an enforcer with his best troops to watch and supress the city. This would backfire soon, as their forces were constantly divided into suppressing "free thinkers" and protecting the city from orc attacks.

Not only that, but druids who lived nearby united with Carlin inhabitants, since they did not agree with Thain sorcerer's politics. So they started teaching Carlin women important spells and skills to help them supply their families. As time passed by, their importance and influence grew significantly and people depended on Carlin women more and more.

One of the exiled people who lived in Carlin was the King's sister, who eventually started to undermine Thais' influence in town. As Red Legion (the most proeminent Thain forces) was weakened due to the constant duels with the orcs, the king had to call for a retreat and Carlin could conquer their independence.

The city of Carlin, then, started to nourish their culture of strong and powerful women, developed scouting and hunting skills and created a women-based society. Even though the druids are very important to the history and the people of Carlin, they did not assume a central role in the city's politics.

Yes, Carlin is renegade town, which was initaly build by Thais king Xenom, father of King Tibianus III - current rules of Thais. Because of constant attacks by orcs it was however hard to control and keep, which finally led to Xenom's sister - Elorana to take over reign in Carlin and create state ruled by women. Currently Elorana's daugher Eloise is a queen of the state.
