Does find fiend spell always targets the same fiendish monster?

It was stated that there are 3x fiended monster in a server in any given time, nevertheless some Fiended Monsters spawn either on hard places to reach or impossible (like Chyllfroest, Dawnport, etc...) and by using the spell I keep getting directions over and over to the same monster... Does find fiend spell always target the same fiended monster?

Or is there anyway to make the spell direct you to one of the other 2x fiended monsters?

No it doesn't, the spell target the nearest monster to you. Lets say there is a monster in Liberty Bay and another monster in Svargrond. If you go to Svar, the spell will target the Svar monster and if you go to Liberty Bay the spell will target the LB monster.
