The Guild Hall always follows the Guild Leader, but leadership is instantly transferred while house is transferred after server save. Also you can't pass leadership straight to another char at same account, you must transfer to another premium account, wait till house transfer and then transfer again.
I don't know why you want to transfer but some people do it after buying a character with more store items, if you want you can set the second rank of the guild with the same name as leader rank, this way all chars at second rank and leader will look equals, and not a "maker leader".
