This applies to anything writable, letters, labels, trophies, etc. For example, I got sent a hack link in a letter form to me from maybe 10 years ago am I allowed to still report it? Or how about a letter with no character's name on it can they track it down to who originally sent the letter or is it because there's no name on it they can't do anything about it?

There appears to be nothing stopping you from reporting it. Mirade discusses this in a thread on the Tibia forum.

I see no mention of that in the post or the associated FAQ (https://www.tibia.com/support/?subtopic=gethelp&entryid=149). I assume there is nothing that will be done on a letter without a name attached to it. If it is from that long ago any site that was linked is probably no longer live and I don't believe there would be anyway to associate it to a character/account unless CIP had tracked that data in the backend without us knowing.
