What is the story behind the garbage in the city of Venore?

Whenever I go around looking for items and monsters for bestiary, I wonder about all that garbage under the city, did something happen to all that garbage to accumulate in the city?

From my research, the reason why there's so much trash underneath Venore is that there's a city dump. Also, it's a city built on a swamp! I think Cipsoft wanted to go for a classy but trashy area because of this.
