Why is POI a premium quest when the entire quest is based in Venore (free area)?

On Tibiwiki, POI is marked as a premium quest, however the entire quest is based in Venore, which is a free account area.

At what point can I do the quest up to as a free account player?

The wiki linked states "Free Account players cannot pass this wall."  under the section where the Holy Tible is required to pass the magic wall under the grave.

While I haven't tested it myself recently, I do believe this is the block for free account players as the dragon lords would have been a more popular free account pg area.
