Hello!

You can obtanin this item, during the Grimvale Quest: An Ancient Feud. When you completed the first mission of the Werehyanas to the NPC Rhargu saying Hi > Food > Yes.

If you finish the mission succesfully he will give you a Lit Torch to complete the second mission and a  Cask Goblin Zombie as a Reward.
