How to finish "Twenty Miles Beneath to the Sea Quest" and get achievement "Snake charmer"?

I made this quest and use all orbs in world change (mission the Fire-Feathered Sea Serpent not completed), but I can't complete the conversation with NPC - no reaction for word "mission". What's wrong with this?

I think we might need more information here. Does the Guardian react when you say 'hi'? If so what does he say after you say 'Hi'?

In my opinion, someone overtook you. Only one person can get this achievement.

 If someone gives all orbs before then you don't have the opportunity to do it. You must wait for the next word change. The best way is to go there as soon as possible after the message.

I know this. But I was inside and gave away all the pearls, and I didn't meet anyone along the way. Only after my pearls did the quaras disappear.
