Do people use the Rainbow Shield? Could you give some examples of when it is useful, or why it is not?

I see no people using it nowadays, all my friends that play with EK just have it for decoration. 

Shields like Gnome Shield and Falcon Escutheon have bigger Def and more % of elements comparing to the Ice form of Rainbow Shield (it's form with the best Def of Rainbow Shield). Another reason is the rainbow shield after being enchanted, it has duration only 15 minutes, so it's not functional.

In  my opinion, only it's Sparking Rainbow Shield could be useful to give more speed to run to somewhere.

No, nobody uses it and for a good reason, there are many other shields, which are even cheaper and better.

The only one which could be useful as lehula said is the sparking rainbow shield image, which you get enchanting the rainbow with a small enchanted amethyst. But it only lasts for 15 minutes, even if  you keep it in your backpack, so in case you wanted to use it, you would have to enchant it on the moment you wanted to use.
