Who built the city of Roshamuul? Was it the Teshial elves?

Although I haven't found any confirmation of this, the fact that the NPC Eruaran has the appearance of an elf could perhaps be confirmation of this. In fact, the NPC reacts to the word Teshial in this way:

Eruaran: That's only a word. Words are rough and imprecise. If you'd walk the dreams for a while things would become far more clear because they are lost in obscurity. ...

Eruaran: I'm a living dream, rider of nightmares, wanderer in paradises and hells. I have seen wonders beyond compare. I experienced things an untrained mind could not only grasp. I am what I am.

Are there other facts that could prove this? Perhaps some book or speech from another NPC that could provide more clues about this?

I can tell we so far have no concluding answer, like we have many facts and theories that suggest it was elves, but we can't tell for sure with today's info rather than imply it, there are people like meadek and other TibiaSecret members who could give you more info about it, but so far I have read there's not a 100% answer yet.

The city of Roshamuul was built long ago in a time of great war by beings known as DreamVampires (not yet present in the game). The race used dreams as raw material for power and, together with other demons that inhabited the city, the DreamVampires made a pact and alliance with them, as they followed the same belief, in this case the great Zathroth, a God of destruction (not yet physically present in the game, only in the story told within it).

As these demons and the DreamVampires used stolen dreams as a source of life and power, they created a machine called The Dreamcatcher Device, and this power ended up becoming so strong that they could end up controlling the wars. This machine had such great power that it ended up falling into the hands of a demon called Bazir (who has not yet appeared in the game) and he used it as a weapon, thus killing all the DreamVampires, and the city is now dominated by demons that still roam there.
