Inquisition boss rooms can become temporarily inaccessible. What are the exact mechanics?

Inquisition boss rooms can become temporarily inaccessible. When this happens and you try to enter the teleport to enter the boss room, an orange text message appears in the game window:

Dark forces hold you back. Wait until they are calm.

How does this mechanic work exactly? What triggers it?

The most promising, but still unconfirmed explanation I can think of is the following. After an Inquisition boss dies, its exit teleport changes to bring you to the next area instead of to the hub for a certain amount of time (I don't know how long exactly). This orange message might be tied to that.

Well, I admit I've never seen this before and is quite intriguing. I mean, this message I believe is the same when you try to pass the first teleport to inqui quest ( the Demon Forge's Hellfire Fighters) and in that case you just need to be on mission 7 and needs to touch atleast 1 POI throne. Maybe this message on those Inqui bosses is due to someone have killed them in a short period of time, triggering some kind of cooldown (maybe 1~2 min before you came on the teleport?).

It's been a long time since I last did this quest, but I remember that, especially in the first boss, some people accidentally left through the teleport before the boss was killed and they couldn't get back to the boss room right away. So, if I remember correctly, the room is inaccessible for a while after the boss is killed. Now I don't remember if the teleport becomes accessible again after a certain time (2 minutes, perhaps) or only after the boss spawns again.
