Why does King Tibianus give out the Fan Doll of Queen Eloise?

Understood, however of all dolls, why Queen Eloise? Cip could of made any type of fan doll but they chose Queen Eloise. I'm wondering if there is some lore further explaining their relationship here.

I also wanted to clarify that the basket of puppies spawns on the floor and isn't given by the king. It just happens to be in his throne room.
