What is the highest hazard level players have achieved in the Primal Ordeal Quest?

Considering the hazard level is infinite and players can try and kill The Primal Menace at any hazard level, what is the highest level players have achieved?

The highest hazard Level i've ever seen is 18. The party was Level 2k+
