Each hit of an exercise weapon is worth approximately1 7.2 hits of regular training. This means you will need to online train for 7 hours and 12 minutes to gain the equivalent skill from using a 1 hour exercise weapon. If you wanted to compare against using an expert dummy (i.e. a house dummy), then you would need to online train for 7 hours, 55 minutes and 12 seconds.

[1] Because your total skill points is stored as an integer in the game, it doesn't give you exactly 7.2 points per hit, but randomly either 7 or 8. To demonstrate that, I trained melee skills on a level 8 sorcerer with skill 13, and watched the percentage increase on the skill bar. For each exercise weapon hit, it either increased by 1.75% (i.e. 7 hits) or 2.00% (i.e. 8 hits). The results for 60 hits are below:

As you can see, it's an average of around 7.2. For science, I bought a 500 charge sword, axe and club, and they gave my sorcerer 3588, 3622 and 3585 skill points respectively. So they each gave around 3600 points, but not exactly, because of the random element involved.
