I've found somewhere information that non-transferable TCs changes to the transferable ones after 6 months.

In the case of Char Bazaar it is said that they may be transferable up to 120 days.

In what cases what time is needed for the change of this status?

Tibia Coins you receive from selling a character might be non-transferable up to 120 days after the auction has ended. This feature was implemented to prevent fraud cases. For this reason, it is impossible to exchange them for transferable Tibia Coins before the given time.
