According to TibiaWiki in order to trigger the Thornfire World Change players of a world need to:

  • Kill all three elf overseers
  • Kill every single elves in Shadowthorn at least once
In case only the overseers are killed, the requirements are not fulfilled and the world will have regular elves once again. However, does that mean overseers will spawn again? Or would a need to wait until after the world change is completed?

The Elf Overseer will only spawn if the World Change is reset by extinguishing the fires of Shadowthorn.

I tried to kill 5 Elf Overseers in two days. The first day I went there on the reset of the Thornfire World Change right after server save, killed the 3 Elf Overseers and waited for the next server save to see if the World Change was triggered or not. Nobody removed the moss on the prisons, so we had another day of normal Shadowthorn. On the second day right after the server save they weren't there. They were also not killed by another player because otherwise their corpse would be on the ground.

So to be able to find them again, you must burn Shadowthorn and then extinguish the fires so that in the next server save they will respawn again.

If the world event is not triggered, then the respawn will normally occur. Since they spawn once a day, after the next SS you can expect to find them again. Though it is really hard that no one will kill the elves of shadowthorn at least once, since Shadowthorn is a great free respawn to hunt/loot

This is incorrect, because I've killed 3 of them on one day and waited till the next day with the World Change not being triggered and my strategy was to log off at their exact spawn spot and they weren't there. It also wasn't killed by another player, otherwise their body would be there, but I logged in right after the server opened. The only way to make them respawn again is to reset the World Change extinguishing the fires.
