What are the chances to obtain a Brass Button and Decorative Plume from Lord Retro?

I checked on Antica no one is selling and we are days into the Tibia Anniversary and I've killed Lord Retro multiple times without obtaining the Brass Button or Decorative Plume. These items don't disappear when used and are used for obtaining the Formal outfit from the event. I'm curious to know what are the chances to loot both these addon items? Is it very rare? Has anyone looted it yet that you know of? I've spoken to multiple friends of all levels and had no success.

Odds are slightly less than 5% according to people who dropped it but it needs to be confirmed.

Also, you can use the item with multiple characters. The items do not disappear.
