How do you fully trigger Jaccus Maxxen rooms in Oramond?

When I check these rooms sometimes they are empty, other times they are full, other times there are only a few mobs, and I don't know what do to make the mobs spawn in the largest amount

The Jaccus Maxxen's Dungeon is always full with a regular spawn, so I assume you're talking about the Oramond Factory Raids. These have indeed variable spawn.

You cannot trigger them manually. The east cave doesn't have any creature in it in its default state. The south cave has some creatures on it on its default state, whereas the west cave has a decent amount of creatures.

As the name suggests, raids can happen on this places. Quoting TibiaWiki:

The raids occur once every hour starting synchronized with the Server Save, causing its respective creatures and boss to spawn. The creatures will spawn in several waves for 45 minutes, but they disappear some time afterwards.

Only one raid happens at a time. Also from TibiaWiki:

Players can control which raid which gets activated more often by voting at the Magistrate NPC Marvin (see Rathleton Quest).

Note the bold highlight. Raids can happen even on the caves that were not top voted. If I had to make a guess I'd say the voted cave gets 90% of the raids, but I never really counted.
