How to enter south part of Eastern teleport of Seacrest Serpents spawn?

Hello I wonder how I might enter that place which I closed in square on photo.

I tried follow yellow points which means teleports and stairs but I couldn't find out..

Oh I might, hang on a moment. Edit- cant remember sorry :[ so i don't know. Ill try to find it soon, but I ran out of time. Maybe its somewhere accessible during world change?

There is a levitate spot to get to this place. You have to enter East Tp and go south west.
