This place is only accessible if you have not killed the Melting Frozen Horror, through the Mystic Flame located below:

After killing the boss and reporting the mission to the NPC The Dragon Mother, she will melt the ice wall. When you access the same Mystic Flame again, you will now be teleported to the "same" area, but with the passage open.
