Do I need the New Frontier Quest to trade Rice Ball?

I am preparing myself to cook some meal with Jean Pierre already, and it seems I will need some rice balls. In order to get those, I must trade them in Farmine after handing Cael at least 4 Tomes of Knowledge. Can I buy the tomes in the market and immediately hand them over or I must do missions for The New Frontier Quest. If so, how many. Wikia says: 

• The first 8 missions of The New Frontier Quest completed to be able to trade 6 Tomes of Knowledge with NPC Cael.

But I only need to hand 4 tomes, would I be able to do that without those 8 missions completed?

No, you need to make the quest and deliver the tomes to npc to be able to trade the rice balls.. Some tomes are part of the quest so you probably won’t need to buy them :D
