Basically, as the main question says, is it possible to report someone who is posing as someone else?

I saw in the rules that characters can be reported if: Pretending to be CipSoft, Slander or Agitating against CipSoft, False information to CipSoft. But how does it work for players who give false information about others, or pretend to be another player? There is a way to report them?

Note: I don't know what exactly tag should use, so feels free to retag my question the way you think will be more useful.

By providing private information's such as private name, address etc, or  just simply saying " Hi I am Oriibsz, this is my new Char Oriibszzzz", or both?

About provide private information of others, there is a specific rule on the Manual. I want know more related about the second example: Like someone says "Hey xxxxx, I'm Little Snail, Can you give me "XXX item" or "250tc" etc I will give you back later. Or pretending to be someone else with similars names, as you said too.

It's not possible to report a name that is similar to yours or pretending to be you. The reason I say this is because in the past it used to be illegal for others to use other players names or pose to be them. This changed was implemented in April 2008 name rule change.

However, obviously if it's a statement it could be a different story depending on the Tibia Rules. If you're pretending to be a Cipsoft member that is against rule 4a. If you're trying to disclose the personal data of others it's against rule 2f. If you say you're account sharing or anything like this that's a violation of the extended Tibia service agreement, however technically not a Tibia rule but punishments vary based on the case. To sum it up, you can pretend to be Danielle, but who can prove your not? It's all about the roleplaying in a MMORPG.

So you say, for example: Anyone could impersonate you, scam other people asking for items or cc without having any kind of consequence or punishment?

Stealing items isn't against the rules trying to steal someone's credit card information seems like it could be reportable. CIP always has the final say in every situation. Pretending to be someone else like Justin Bieber isn't against the rules. Depending on what you say can be against the rules.

Yes you can report someone else for posing being you, however, the response and actions will be depending on how serious issue/case is. CipSoft has no responsibility of going though every single report where it says:  someone is claiming that he is me and said  "I am Oriibisz". Why is that? Firstly they will not be able to rectify if it was not you who actually wrote it from another computer. Secondly, this does not make any damage to you in a way. For those situations CipSoft only advise to be aware of "scammers" as also provides you an option to leave comments on your profile + show all your chars connected to the account. 

If the person is doing a serious damage to your personal data- as distributing your private data; or engage to fraud activity, then you should be making an official complaint. You can make a complaint if situation is the serious case. This will go though 

  1. CipSoft collects, processes and uses personal data in connection with complaints and requests to their user support in order to comply with requests in as efficient and satisfactory a manner as possible. Data that is collected for such purposes includes, but is not limited to, the email address, the date of the contact and its content. Also, CipSoft processes and uses this data to compile anonymous statistical surveys for the optimisation of their customer support.
  2. CipSoft collects, processes and uses stock and usage data, to the extent that is necessary in individual cases, if it is required to reveal and to stop fraudulent behaviour or any other form of using CipSoft's services which violates legal regulations or the service agreement. In particular, CipSoft reserves the right to log, process and use information such as the time and the content of conversations and expressions of opinion that take place in their online services if there are complaints, reports or other credible indications of behaviour that violates legal regulations or the service agreement, for example the serious insulting of other users. This regulation extends to all parts of CipSoft's online service, including, but not limited to, guild channels, private channels and private messages.

 CipSoft, as any company, have responsibility of Data & Privacy protections regulated by law- however to some extent. What does it mean?

They are not allowed to distribute your personal data to 3rd party- therefore, they cannot provide your data to you as also they cannot provide you the data of the person who you just reported for some offence- this can be provided only to law enforcement, as an example - court cases or to the company partners where there is legal document signed and you have agree to it by accepting terms& conditions on tibia website:

  1. In so far as the transfer of data to third parties is not explicitly allowed by law, CipSoft
    • passes on personal data, to the extent that is necessary, to law enforcement and supervisory authorities for the purpose of preventing dangers to the national or public security as well as for the prosecution of criminal offences.
    • passes on the name, address and, to the extent that is necessary in individual cases, further personal data of users to its partner companies, for example for the purpose of handling payment transactions or to provide other services in the framework of the users' service agreement with CipSoft.
    Third parties may possibly be based in countries outside of the European Union, but they are bound to protect personal data to the same extent as CipSoft. CipSoft will not, aside from the aforementioned cases, pass on personal data to third parties, and solely employees of CipSoft have access to personal data in order to fulfil the tasks specified above
