How does the "shortcut" mechanism work?

Question

During rapid respawn weekend it is worth to finish Arctic Fauns bestiary. We've got a chance to reach the small snowy island by asking NPC Charles (Port Hope ship) about "shortcut".

How does the mechanism of these shortcut works? I usually appear on a correct, chosen by me city, but sometimes my char appears on a different small islands. Please include in your answers aspects like:

• Does the island on which we appear is random or we have to ask for a shortcut to a specific city to appear on a particular island?
• Is there any cooldown? (if yes, does it refer entering an island, or just asking about the shortcut?)
• If there is any cooldown, how long is it?

The shortcut is random and has a cooldown only if you reach a island if you go to a regular city you can go back to NPC and ask for shortcut again until you teleport to an island, after being teleported to any different island you will need to wait 20h to ask for a shortcut again.

It’s complete random, you can ask for shortcut in different cities and end up in same island lots of times (it happened to me for like a week same island everyday taking different shortcuts)
