Does wand/rod damage depend on magic level?

If I have a wand or rod equipped and use it to attack creatures or people, does the damage I deal depend on my magic level?

No, the damage from wands and rods does not depend on user's magic level. Each wand and rod has got a minimum and a  maximum base damage it can deal. The actual damage dealt is however affected by elemental resistance/weakness of the target.
