Is there any way to know if a player has any sort of prey boost on any creature? This goes for damage reduction, damage boost, experience boost, or even a loot boost.

Yes to all with the exception of loot (which is only if you're in a party) With damage reduction and damage boost it appears in the server log, with the experience one its a little tricky you have to know exactly how much does the creature they are killing give, you would have to calculate for 100% 150% and 225% (in case of boost and stamina) since the exp prey is different % of stamina and boost it will not be the same of any of those 3. With the loot boost, you will only know if you are in a party with them otherwise you won't because it will say (active prey bonus) in the loot log if some loot is boosted.

Also if they have their search open in tibia in the social list, you can see what prey they have active, like this:
