Can free accounts use transportation at Horse Stations?

NPC Appaloosa (Venore) and Palomino (Thais) are located at Horse Stations. I hear they offer transportation to the other Horse Station sometimes. For example, you can ask the Venore Horse Station to bring you to the Thais Horse Station. I'm wondering if this method of transportation is also available to Free Accounts, if so when can we get transported?

There is a event that happens sometimes and all the horses run away so the service stop working until you bring the horses back to the horse station
